The idea to establish a new administrative centre of federal government was suggested the first time in the 1980's.  This due of rapid development of Kuala Lumpur, the main function also changed from as Malaysia Government Administrative Centre to become Malaysia largest commercial centre. During the time, most of the government office scatted all over Kuala Lumpur and most of Malaysia governments agency  rent an office lot from a private sector, due to the sensitivity of  government document its unsuitable to share the same building with others, especially with a private sector. Putrajaya will replace Kuala Lumpur as a new Malaysia Government Administrative Center that already congested, overcrowding and limited places to expand, but Kuala Lumpur will remain as A Malaysia capital city and premier for business, commercial and financial center. This will made Kuala Lumpur more competitive with other cities in the world in attracting a foreign investor.

Using the concept City in a garden, this will allow Putrajaya to expand and also friendly to a natural eco system. The concept of development based on 3 ways principal relationship, between human and its creator, human and human, human with the nature. This is to make sure all further developments will not be effected surrounding eco system.
